Summary of the contracting process

Public Services Delivery Scotland, through its procurement division, is buying single-use injection equipment and related harm-reduction supplies for NHS Scotland health boards, special health boards, other NHS organisations and integrated joint boards. The requirement includes individual items such as needles, syringes, foil, water for injection, wipes, filters and sharps containers; pre-packed equipment for people who use drugs, including performance- and image-enhancing drugs; and naloxone products for approved services. A further lot covers harm-reduction innovations, including inhalation devices, while a combination lot allows suppliers to offer discounts linked to NHS boards’ volume or value commitments. Deliveries are for NHS Scotland locations. This is a framework supply opportunity covering a range of drug-use equipment and overdose-reversal products.

The buyer invited offers through an open procedure, with electronic submission, for a framework agreement with up to five participants. The procurement is divided into five lots: individual equipment, pre-packed equipment, naloxone, harm-reduction innovations and combination offers. Bidders may apply for multiple lots. The innovation and combination lots are unscored and require an award in at least one of the first three lots. The stated total estimated value is £4 million. Each lot has a contract period of 1,440 days. The bid deadline was 19 November 2026 at 12:00. For the equipment lots, evaluation gives quality 15 points and price 50; naloxone is assessed on service (35) and price (65). The innovation and combination lots have no scored criteria.

This opportunity suits manufacturers, wholesalers and specialist distributors able to supply medical injection equipment, pre-packed harm-reduction kits or naloxone products compliant with UK Government guidelines. Suppliers should be able to fulfil requirements across NHS Scotland locations and support electronic catalogues and ordering. Financial screening requires turnover information for the previous three financial years and business accounts or extracts; bidders must hold employers’ liability and public liability insurance of at least £5 million each. The buyer requires bidders to name proposed staff and provide their qualifications. Framework participants must commit to supporting community benefits, such as targeted recruitment and training, supply-chain initiatives, mentoring, third-sector engagement or educational activity. Suppliers must describe community benefits delivered in Scotland and propose future activity or engage with the NHS Scotland Community Benefits Gateway. The innovation lot may suit suppliers developing relevant products not yet ready for market.
