The Development Management, Road Safety and Active Travel Support Service (DMRSATSS) Framework provides a dedicated and specialist consultancy support service to Transport Scotland (TS). Transport Scotland is commissioning specialist consultancy support through this Framework to assist the Development Management (DM) team in discharging the Scottish Ministers' statutory consultee responsibilities under the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2008. The purpose of this support is to ensure that third-party development proposals do not compromise the safety or operational efficiency of the Trunk Road Network. Under the previous Framework (Lot 1), the Development Management team supported by consultants, responded to approximately 1,000 planning authority consultations annually. The primary purpose of these responses was to ensure that third-party developments do not undermine the safety and operational efficiency of the Trunk Road Network. For the new Framework, responsibility for planning authority consultations will be divided across Transport Scotland's Operating Company (OC) areas: NE/SW (Amey) and NW/SE (BEAR). Work in each OC
