Summary of the contracting process

The procurement process, facilitated by NHS Greater Glasgow and Clyde, concerns the upgrade of the Building Energy Management System (BEMS) at several hospitals within the Glasgow area, including Queen Elizabeth University Hospital and Gartnavel Hospital. The project, titled "Schneider Electric Building Energy Management System Upgrade," falls under the health industry category and was completed as of 5th August 2026. The procurement continued through an award procedure without prior publication, in accordance with the Public Contracts (Scotland) Regulations 2015. Notably, the contract for this service procurement, valued at GBP 556,944, was officially signed on 3rd August 2026 with the supplier, Schneider Electric. The buying organisation’s address is Procurement Department, Glasgow Royal Infirmary, 84 Castle Street, Glasgow, UKM82.

This tender presents significant opportunities for supply and maintenance businesses within the energy management and control systems sector, particularly those experienced in healthcare environments. Companies with a strong background in advanced building management systems and familiarity with the products offered by Schneider Electric stand to gain from similar opportunities in public sector contracts, especially those requiring specialised knowledge and continuity in service provision. As Schneider Electric was the only bidder due to their unique expertise and existing system installations, there remains an opening for potential competitors to establish themselves in the broader energy solutions market by developing comparable competencies and capabilities. This situation underscores the value of diversifying technical skills and fostering robust partnerships with healthcare clients to capture future procurement opportunities.

Notice Title

Schneider Electric Building Energy Management System Upgrade

Notice Description

NHS GG&C require the Building Energy Management System (BEMS) at Queen Elizabeth University Neurology, Gartnavel Hospital, Dental Hospital and Vale of Leven Hospital to be upgraded.

Lot Information

Lot 1

NHS GG&C require the Building Energy Management System to be upgraded as follows: Vale of Leven: EBO Server Transition and EcoStruxure Building Management System Solution. Gartnavel Hospital: EBO System Infrastructure Enabling Works including Gartnavel Hospital Site Transition System Upgrade Main Block, System Upgrade Homeopathic Unit and System Upgrade PET Scanner Building. Queen Elizabeth University Hospital: Energy Works Automatic Controls and EBO Server Transition. Dental Hospital: EBO Server Transition NHS GGC believe Schneider Electric are the only company that can provide this requirement as the manufacturer of products concerned and due to the close loop nature of the system itself. Furthermore, as the site is a complex and live healthcare environment, sound working knowledge of the installed systems and their hosted plant is essential to minimise the risk of unforeseen downtime impacting patient care services. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. NHS GGC believe is the only organisation able to demonstrate manufacturer qualified staff, in all of the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Consequently awarding to another supplier would cost a significant amount money and disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations is to publish a voluntary ex ante transparency (VEAT) notice.

Procurement Information

NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge.NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services in addition a heightened risk of delivering this requirement in line with Scottish Government imposed timescales. The contract will be in place until the 31/03/2023.
