Summary of the contracting process

Ardenglen Housing Association Ltd intends to procure insurance and risk-related services for its housing association operations in Glasgow. The requirement covers insurance cover, brokerage where applicable, professional advice, claims management and loss-control services. It is divided into nine areas: property, legal liability and other general non-life risks; cyber liability; terrorism through Pool Re; terrorism outside Pool Re; directors’ and officers’ liability; professional indemnity; crime and fidelity; alternative risk financing; and associated general insurance needs. This is a services contract suited to insurance brokers and direct insurers able to support a public-sector housing organisation across a broad range of operational, property and liability risks.

This procurement is at the planning stage: Ardenglen has announced its intention to buy, but has not yet invited tenders. The buyer expects to use a Competitive Flexible Procedure, with suppliers selected initially through a pre-qualification SPD. A further notice is expected on 1 September 2026. The planned contract is expected to start on 1 April 2027, run for three years, and include an option for Ardenglen to extend it by up to two further years. There are nine lots covering the insurance areas described above, allowing the requirement to be organised by risk type. The final contract will be awarded on the basis of the most economically advantageous tender, with detailed criteria to be set out in the tender and contract documents.

This will suit established insurance brokers and direct insurers with relevant experience across housing, property, liability and specialist commercial risks. Potentially relevant expertise includes cyber insurance, terrorism cover including Pool Re and non-Pool Re arrangements, directors’ and officers’ liability, professional indemnity, crime and fidelity, alternative risk financing, claims management and loss control. Suppliers should be prepared to demonstrate the capability and capacity to deliver the selected insurance services, alongside suitable financial and economic standing and relevant experience. The pre-qualification stage is likely to favour firms with a strong record of managing complex, multi-risk portfolios and providing professional advice to public or housing-sector clients.
