Summary of the contracting process

Glasgow City Council bought the supply and delivery of vehicle spare parts for its Neighbourhoods, Regeneration and Sustainability service. The parts support in-house maintenance and repair of the council’s light-vehicle fleet, covering DAF, Fiat, Ford, Iveco, Kia, Land Rover, Mitsubishi, Nissan, Peugeot, Renault and Volkswagen vehicles. The requirement is categorised as vehicle parts (CPV 34330000) and is for delivery in Glasgow. The council sought one supplier for the requirement, with the option to source non-core and additional items from that supplier. This is a goods contract relevant to parts distributors, motor factors and suppliers able to support a multi-manufacturer public-sector fleet and deliver reliably to Glasgow.

The procurement has been completed and Fleet Factors Ltd was selected as the sole supplier. It was run as a mini-competition from Scotland Excel Framework 0524, Lot 1 for parts for light and heavy vehicles, using an open procedure. The contract was signed on 23 June 2026 and is active. Its value is £4,000,000 GBP. There was one lot, covering the full spare-parts requirement, and two electronic bids were received. The lot description states that suppliers could be excluded where they fell within the situations in regulation 58 of the Public Contracts (Scotland) Regulations 2015. The contract includes the council’s right to source non-core and additional items from the awarded supplier.

This award shows sustained demand from Glasgow City Council for a broad range of vehicle spare parts supporting a fleet of approximately 1,600 vehicles maintained mainly by in-house staff. A credible competitor for a future requirement would need dependable distribution, stock access and delivery capability across eleven vehicle manufacturers, including both light-vehicle and wider fleet requirements. The sole-supplier model favours a provider able to offer broad catalogue coverage, manage varied and additional parts orders, and provide consistent fulfilment rather than a narrow single-brand specialist. Suppliers should also be prepared for public-sector compliance requirements, including the exclusion grounds under regulation 58, and for electronic tendering through an established purchasing framework.
