Summary of the contracting process

Public Services Delivery Scotland, the Common Services Agency and central purchasing body for NHS Scotland, procured a client-side partner for its Business Services Programme. The work supports implementation of an integrated enterprise resource planning (ERP) system replacing the payroll, human resources, finance and procurement systems used by Scotland’s 21 health boards, together with the resulting changes to staff and working practices. The services are delivered across Scotland. The procurement covered two service areas: technical and commercial support, including reviewing and assuring the systems integrator’s design and implementation work; and people and service design, including the common operating model, change management, and advice on rollout from a people and culture perspective. This is business and technology consultancy for a large-scale public-sector ERP transformation.

The procurement is complete and has been awarded through an open procedure. Capgemini won both lots: Technical and Commercial, with a contract value of £10,000,000; and People and Service Design, with a contract value of £3,000,000. Both contracts were signed on 19 August 2026 and are active. The stated term is 48 months, with an optional 12-month extension period. Evaluation for each lot combined quality and price. For Technical and Commercial, the criteria covered commercial support quality at 4 points and price at 30 points. For People and Service Design, common operating model quality carried 15 points and price 30 points. Six bids were received for Lot 1 and eight for Lot 2. Capgemini intends to subcontract targeted delivery support to Veran Performance Limited.

This award demonstrates substantial NHS Scotland demand for suppliers able to support complex ERP implementation from the client side, rather than only supplying software. Relevant competitors would need credible capability in programme assurance, commercial support and oversight of a systems integrator, alongside experience of large-scale health-sector or similarly complex public-service transformation. For the people and service design work, strength in operating-model design, change management, organisational development, workforce engagement and culture-led implementation would be important. The split between technical and commercial services and people-focused transformation creates opportunities for specialist consultancies, delivery partners and subcontractors with complementary expertise. The competition also attracted small and medium-sized businesses, showing that focused specialists may be credible alongside larger prime contractors.
