Summary of the contracting process

Fife Council procured specialist repair and maintenance services for electric profiling beds used in its Residential and Day Services for older people. The requirement covers all Council care homes and related resources in Fife, with the possibility of adding other Council properties during the service period. The contractor is expected to provide annual servicing, maintenance call-outs and repairs for the Council’s electric profiling beds, following the relevant manufacturers’ instructions. The work includes responding to faults within required response times and providing the full range of servicing and repair activities. This is a specialist healthcare equipment maintenance service, classified under CPV 50000000, and is relevant to suppliers supporting care homes, residential services and public-sector equipment estates.

The procurement is complete and was awarded to W Munro (Rehab) Ltd. Fife Council used a limited procedure, specifically an award without prior publication of a call for competition, justified as an extension of the existing contract and on technical grounds where competition was considered absent. The contract value is £84,000 including the stated currency of GBP. The contract was signed on 30 August 2023 and is recorded as active. One lot covered the complete requirement. Five bids were recorded, all from SMEs and all submitted electronically; the data also records five bids from outside the EU and none from EU bidders. The award relates to the single contractor responsible for servicing, call-outs and repairs.

This award indicates established demand from Fife Council for a specialist supplier able to maintain electric profiling beds across a distributed care-services estate. A credible competitor for a future requirement would need practical expertise in electric profiling bed servicing and repair, the ability to follow different manufacturers’ instructions, and sufficient field capacity to provide scheduled annual visits alongside reactive call-outs. Reliable fault response within defined service times is central to the requirement, so suppliers would need effective scheduling, mobile engineering coverage and processes for handling urgent repairs. Experience working in care homes and older-people services would help demonstrate awareness of operational, safety and service-continuity requirements. The opportunity is suited to firms with a dedicated rehabilitation or healthcare-equipment maintenance capability.
