Summary of the contracting process

Public Services Delivery Scotland (PSD Scotland), acting for NHS Scotland, is procuring a Service Integration and Management (SIAM) service for selected national digital services supporting health and care across Scotland. The prime contractor will provide single accountability for end-to-end service delivery, service integration and performance, including management of subcontractors, dependencies and retained authority teams. The scope covers services supporting clinical, operational and administrative functions, including Primary and Community Care, National Screening and Child Health. Depending on each service’s needs, work may include application support, maintenance and development, infrastructure, platforms, integrations, data services and IT service management. The requirement will replace arrangements under the National IT Contract and supports continuity, stabilisation, resilience, cyber security, compliance and staged modernisation of business-critical services.

The process reached tender: PSD Scotland invited offers through a selective competitive procedure with negotiation, using successive reduction before initial tenders. The deadline for submissions was 25 September 2026 at 17:00. The contract is for 4,320 days, with an intended initial seven-year award and options to extend by a further three years and two years, giving up to 12 years in total. Its stated maximum value is £180 million including extension periods. The buyer expected to invite at least three economic operators to submit an initial tender, following a two-stage selection process. Stage one covers compliance, exclusion grounds, economic and financial standing, and technical and professional ability. Bidders need strong service integration, application support, infrastructure, platform, data, cyber security, resilience, transition, stabilisation and modernisation capability, together with experience coordinating subcontractors and multiple service dependencies. The requirement favours suppliers with sufficient scale and financial strength to demonstrate turnover of at least £60 million in each of the previous three financial years and profitability at group level. Required or obtainable insurance includes employers’ liability of £5 million, public liability of £10 million, professional indemnity of £5 million and product liability of £10 million. ISO/IEC 27001 and IASME-accredited Cyber Essentials Plus certification are required, alongside UK-based staff certified and trained on the proposed SaaS technology. Suppliers must provide case studies, disclose intended subcontracting and support knowledge transfer, data portability, exit planning and community benefits in Scotland.

The successful supplier will act as prime contractor and provide a single point of accountability for end-to-end service delivery, integration and performance. The supplier will also be responsible for the management of any subcontractors and dependencies with other providers and Authority teams. The initial priority will be to maintain continuity and stabilise these business-critical services as they transition away from the existing National IT Contract, while establishing a strong foundation for subsequent improvement and modernisation.

PSD Scotland intends to procure a Service Integration and Management contract for selected national digital services supporting clinical, operational and administrative functions across NHS Scotland. The procurement will establish replacement arrangements for services currently delivered under the National IT Contract, which is due to expire on 31 March 2028. The principal objective is to maintain uninterrupted delivery of these business-critical services throughout transition and thereafter. The anticipated scope includes services and applications supporting Primary and Community Care, National Screening and Child Health, together with other services confirmed in the procurement documents. Depending on the requirements of each service, the contract may include application support, maintenance and development, as well as the associated infrastructure, platform, integrations and data services. IT Service Management capabilities are also required for end-to-end operation. The detailed application scope, service boundaries and allocation of responsibilities will be defined in the tender documentation. The successful supplier will act as the prime contractor, providing a single point of accountability for the contract. The supplier will be expected to coordinate its subcontractors and work effectively with the Authority's retained teams and other internal and external providers. Service continuity will take precedence during the initial transition, followed by stabilisation to address supportability, resilience, cyber security, regulatory compliance and technical-debt risks. Once services have been stabilised, the supplier will support proportionate and staged modernisation through software and infrastructure engineering practices. Intended outcomes include: -Secure, compliant and resilient services -Clear and measurable service performance -Visibility of costs and dependencies -Improved value for money The supplier will also be expected to support knowledge transfer, effective service ownership, data portability and robust exit arrangements, reducing long-term supplier dependency and preserving future competition. The Authority will retain accountability for strategic direction, governance, business outcomes and service ownership throughout the contract.

Renewal: The intention is to award an initial 7 year award with the option to extend for a further 3 + 2 years (12 years in total)
