Summary of the contracting process

Scotland Excel, acting as a central purchasing body, established a framework for vehicle and plant hire for Scotland’s 32 councils, associate members and other eligible Scottish public bodies. The requirement covers cars and light vehicles, minibuses and buses, commercial vehicles, refuse collection vehicles, sweepers and gritters. It also includes excavation plant such as dozers, dumpers and excavators; road-surfacing equipment including spreaders, pavers and rollers; lifting equipment; grounds-maintenance equipment; specialist vehicles; and drainage equipment such as gully emptiers, vactors and pumps. Hire may include a driver or operator for relevant vehicle and plant categories. Delivery is required at locations throughout Scotland within participating councils’ and associate members’ areas. The procurement is primarily for goods and vehicle and equipment hire services.

The procurement is complete and was awarded through an open procedure as a multi-lot framework. Awards were made on 19 August 2026, with active contracts signed the same day. Lot values are: cars and light vehicles £36m; minibuses and buses £6m; commercial vehicles £19.2m; refuse vehicles £24m; sweepers £9.6m; gritters £9.6m; excavation plant £3.6m; road-surfacing plant £7.2m; lifting, grounds-maintenance, specialist and drainage equipment £1.2m each. Each lot was evaluated on technical quality weighted at 25% and commercial cost at 75%. Awards went to multiple suppliers in every lot: 20 for cars and light vehicles, 13 for minibuses and buses, 15 for commercial vehicles, five for refuse vehicles, 13 for sweepers, seven for gritters, 30 for excavation plant, 22 for road-surfacing plant, 19 for lifting equipment, 12 for grounds-maintenance equipment, five for specialist equipment and 12 for drainage equipment. Suppliers could be excluded under Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

This framework shows sustained, broad public-sector demand for suppliers able to hire and support vehicle fleets, commercial vehicles, municipal service vehicles and specialist plant across Scotland. Relevant businesses include vehicle-hire operators, plant-hire companies, equipment manufacturers with rental capability, and specialist providers of lifting, drainage, surfacing, winter-maintenance, refuse, grounds-maintenance and utility equipment. The award pattern shows that both SMEs and larger suppliers competed successfully, including firms with local Scottish coverage and specialist technical capability. Credible future competitors would need dependable access to suitable fleets or equipment, the capacity to serve multiple council areas, and the operational ability to provide vehicles or plant with drivers or operators where required. Experience in municipal, highways, construction, environmental or public-service work would align closely with the categories bought. Commercial competitiveness is particularly important because cost carried 75% of the evaluation weighting.

Lot Information

Hire of Cars & Light Vehicles

Lot 1 is for the hire of cars and light vehicles for use by all 32 Scottish councils and other contracting authorities permitted to call-off contracts under the proposed Framework Agreement. The cars and light vehicles to be covered are, but not limited to, small cars, executive cars and vans up to 3.5 tonnes.. The refuse collection vehicles to be covered are, but not limited to, a range of sizes from 3.5 Tonne to 26 Tonne.. The sweepers to be covered are, but not limited to, a range of sweepers from 0.5 tonne to 18 tonne.. The plant lifting equipment to be covered is, but is not limited to, Telehandlers, Access Platforms, Scissor Lifts etc.. Hire of Grounds Maintenance Equipment

The grounds maintenance equipment to be covered is, but is not limited to, mowers or woodchippers of various sizes..
