Summary of the contracting process

Skills Development Scotland Ltd is procuring occupational health, employee assistance and related employee wellbeing services across Scotland. The requirement is divided into eight service areas: occupational health assessments, fitness-for-work advice, workplace adjustments and health surveillance; a 24/7 employee assistance programme with counselling, practical advice and clinical triage; specialist psychological therapies; manager support and coaching; neurodiversity assessments; neurodiversity coaching and training; reasonable-adjustment equipment and ergonomic kits; and assistive technology software with training. The work combines clinical, advisory, assessment, coaching, equipment supply and technology-support capabilities. Occupational health is focused on medical and capability advice in a workplace context, while specialist therapies are accessed following an EAP or management recommendation. The buyer is Skills Development Scotland Ltd, based in Glasgow.

The process has reached tender: the buyer invited offers through an open procedure, with electronic submission. The deadline for offers is 5 October 2026 at 12:00, and bids are opened at that time. Evaluation is based on quality (70%) and price (30%) for every lot. The estimated procurement value is £460,000. The arrangement is a framework with up to 21 participants. Each lot has a 1,440-day contract period, initially two years, with an option for two further 12-month extensions at Skills Development Scotland’s discretion. The tender includes eight lots, and suppliers may bid for any number of them. Economic and technical selection requirements are stated in the tender documents. Offers must be in English, variants are not allowed, and electronic ordering and payment arrangements apply.

This opportunity suits occupational health providers able to deliver work-focused medical assessments, fitness-for-work advice, health surveillance and workplace adjustment guidance. It also suits employee wellbeing organisations with 24/7 counselling, practical advice, clinical triage and communications support, together with providers of manager coaching and specialist psychological therapies such as cognitive behavioural or trauma-focused therapy. Other suitable businesses include qualified neurodiversity assessment practitioners, coaching and training specialists, ergonomic equipment suppliers, and assistive-technology companies able to provide software and user training. The requirement offers scope for specialist suppliers to compete for individual service areas, as well as organisations able to coordinate several complementary services. Providers should have the clinical, advisory, operational and delivery capacity relevant to their chosen area.

Notice Description

Provision of Occupational Health, Employee Assistance Programme and Associated Services

Lot Information

Occupational Health (OH) Services

Work-focused medical assessments, advice on fitness for work, adjustments, health surveillance, and case-specific clinical guidance for SDS management. Note: OH will focus strictly on medical and capability advice in a workplace context or mandated work-related intervention (e.g. drug & alcohol counselling) and not be expected to provide general counselling or non-medical interventions, unless the provider is successful in multiple lots.

Renewal: 2 year with the option to extend for a further 2 x 12 month extension period at the discretion of SDS

Employee Assistance Programme (EAP)

24/7 confidential counselling and advice for employees (and immediate family members as industry-standard, typically age 16+ dependents). Includes short-term counselling (phone/online/in-person) and practical advice (legal, financial, family, etc.), plus structured clinical triage to identify cases requiring other interventions (e.g. specialist therapy or OH referral). Communications & Engagement Support - proactive collaboration with SDS's internal Communications to drive awareness and appropriate usage of the service (e.g. campaigns, uptake analysis, content for staff communications).

Renewal: 2 years with the option to extend for a further 2 x 12 months at the discretion of SDS

e.g. Cognitive Behavioural Therapy (CBT), trauma-focused counselling, or other structured interventions beyond short-term EAP counselling. These are delivered via call-off following EAP or management recommendation (not automatically bundled into the core EAP fee).

Renewal: 2 years with the option to extend for a further 2 x 12 month extension periods at the discretion of SDS

Manager Support Service

A non-clinical advice and coaching helpline for SDS managers dealing with difficult people situations (e.g. supporting staff with mental health issues, sensitive conversations, crisis support). Distinct from EAP, this service is intended to provide managers with practical guidance, coaching and emotional support when dealing with challenging workplace situations involving the wellbeing of employees. It is not a source of HR, legal or procedural advice and must not direct managers on employment decisions or formal people management processes. Responsibility for policy interpretation, case management and employment decisions remains with SDS.
