Summary of the contracting process

Public Services Delivery Scotland is buying evacuated blood collection equipment and associated products for use across NHS Scotland’s primary and secondary healthcare settings. The requirement covers adult and paediatric blood collection tubes, safety needles and sets, neonatal and adult/paediatric safety lancets, reusable and single-use tourniquets, and related accessories. The buyer invited offers through an open procedure for a four-year framework, with an estimated total value of £20 million. Financial standing requirements include professional risk indemnity cover of £2 million and employer’s, public and product liability cover of £5 million each. Applicants also need to demonstrate relevant turnover and provide business accounts covering the previous three financial years. Community benefits must be proposed or delivered through the NHS Scotland Community Benefits Gateway.

Paediatric Tubes

We require a range of Paediatric tubes that are used across NHS Scotland in a primary and secondary environment by suitably trained personnel.

Adult Tubes

We require a range of Adult tubes that are used across NHS Scotland in a primary and secondary environment by suitably trained personnel.

Accessories (Unscored)

This Lot is for items which don't fall into Lots 1-8 but are used in association with an item(s) submitted in another Lot. These items must be relevant to any of the items within Lots 1-8 of the framework. The Authority reserves the right to accept or decline any items submitted into this Lot onto the framework. Suppliers are only awarded to this Lot if they have been successfully awarded to one of the scored Lots 1-8.

Reusable Tourniquets

We require a range of Reusable Tourniquets which are used across primary and secondary care by suitably trained personnel across NHS Scotland. This Lot will be a Ranked Award.

Neonatal Lancets

We require a range of safety neonatal lancets which are used across primary and secondary care by suitably trained personnel across NHS Scotland. This Lot will be a Ranked Award.

Paediatric & Adult Lancets

We require a range of Paediatric/Adult Safety Lancets which are used in primary and secondary care settings across NHS Scotland by suitably trained personnel. This Lot will be a Ranked Award.
