Summary of the contracting process

Dumfries and Galloway Council intends to procure works to replace the rotunda roof at DG1 Leisure Facility in Dumfries. The project covers removal of the existing roof and parapet structure, modifications and improvements to supporting steelwork, and installation of a new single-ply roofing system. Associated internal works include alterations to mechanical and electrical services, making good and redecoration. The works also include specialist scaffolding, temporary partitions separating construction from operational areas, and permits and statutory approvals, including road-opening permits where needed. The purpose is to improve the facility’s long-term performance, structural integrity and weather resilience while allowing the wider leisure centre to continue operating outside the designated work areas. The procurement is classified as building and roofing construction works.

This is a planned procurement at the pre-tender stage; the council has set out its intention to procure and is seeking expressions of interest for a future contract, not inviting tenders at this stage. The estimated value is £875,000. The project is planned as one lot and is expected to use a traditional procurement route under the SBCC/JCT Standard Building Contract with Quantities. A future notice is anticipated on 16 November 2026, while construction is currently anticipated to start in the second quarter of 2027. The construction programme and phasing strategy will be developed and agreed with key stakeholders to minimise disruption and maintain operation of the leisure facility. The procurement is covered by the Government Procurement Agreement.

The work is likely to suit experienced and qualified principal contractors able to deliver commercial or public-sector roofing and refurbishment projects in an operating leisure facility. Relevant capability includes stripping and replacing substantial roof structures, installing single-ply systems, modifying structural steelwork, and coordinating mechanical, electrical, making-good and redecoration works. Suppliers will also need to plan and manage temporary works, including specialist scaffolding and secure separation between construction and live public areas. Experience of phased delivery, stakeholder coordination and maintaining access or operations during construction will be valuable. Contractors should be able to arrange permits and statutory approvals, including road-opening permits where required, and work within a traditional contract using the SBCC/JCT Standard Building Contract with Quantities. This is an opportunity to prepare for a future market approach rather than bid now.
