Summary of the contracting process

Calvay Housing Association is seeking contractors for a framework covering roofline and waste pipework replacement works in occupied closes and houses. The scope includes the supply, installation and design completion for replacement timber or uPVC soffits, fascias, verges, bargeboards, rainwater goods and waste pipework, together with associated alterations, fittings and related works. Delivery is across various addresses in Barlanark, Glasgow G33. This is a works contract for housing maintenance and refurbishment, with the framework intended to appoint contractors responsible for carrying out these works for the Association. The arrangement covers one lot and may involve work in occupied residential properties, so suppliers should be equipped to manage access, resident liaison and safe delivery in live housing environments.

The procurement has reached tender: the buyer invited offers through an open procedure, submitted electronically. Bids were due by 1 October 2026 at 12:00 UTC, with bid opening scheduled for 2 October 2026 at 12:00 UTC. The framework has a maximum of three participants. The initial contract period runs to 31 March 2027, with the option for Calvay Housing Association to extend it annually at its discretion to 31 March 2030. The stated lot duration is 150 days. Evaluation uses a pass-or-fail SPD assessment, followed for qualifying bidders by price and Contractor Design Proposal quality scoring. The three highest combined price and quality scores, including ties for third place, may be appointed, subject to a minimum quality score of 70%.

This opportunity suits roofing, building-envelope and property maintenance contractors able to design and install timber or uPVC roofline components, rainwater goods and waste pipework in occupied homes. Suppliers will need to complete Contractor Design Proposals, provide the evidential attachments required in the tender instructions, submit the SPD, pricing and general summary spreadsheet, and return the Form of Tender. Capability will be tested through suitability requirements and the quality of the Contractor Design Proposal, while commercial competitiveness will affect the price score. The framework is suited to businesses with sufficient capacity to deliver planned replacement and associated alteration works across housing stock in Barlanark, while coordinating safely with residents and other stakeholders. Community benefits form part of the requirement, and electronic tendering experience is needed.
