Summary of the contracting process

Dundee City Council is procuring inspection, testing, certification, reporting, servicing and maintenance for medical baths and lifting equipment across its properties in Dundee. The service covers electrically and manually operated equipment, annual thorough inspections, LOLER examinations, routine servicing, associated elements, and minor or urgent repairs that arise during the work. Delivery is within Dundee City. The requirement is a specialist equipment maintenance service, classified under CPV 50421000. Work must follow applicable British and European Standards and statutory requirements. The contract also includes community benefits, with two benefits required over its lifetime, and provisions relating to subcontracting. Suppliers should be equipped to manage planned compliance work alongside responsive repairs for healthcare and lifting equipment.

The buyer invited offers through a single-lot open procedure, with electronic submission required. Tenders were due by 9 October 2026 at 12:00 UTC, when bids were also scheduled for opening; bids must remain valid until 8 January 2027. The initial contract period is 1,080 days, with an option for two further two-year extensions, giving a possible total duration of seven years. Evaluation requires a pass/fail assessment against the specification and assigns 40 points to price. Variants are not allowed. The tender requires staff names and qualifications, and submissions are to be made in English. The procurement is expected to be re-tendered after seven years if all extension options are used.

This opportunity suits firms specialising in the servicing and maintenance of medical baths, patient lifting equipment and related electrical and mechanical systems. The successful contractor will need practical capability in inspection, testing, LOLER examination, certification, written reporting, planned servicing and urgent repair response. Membership of the British Healthcare Trade Association, or an equivalent body approved by Dundee City Council, is required. Bidders must provide suitably qualified staff details and demonstrate financial strength, normally through an Equifax score of at least 35; alternative evidence is available for newer businesses without a score. Consortium members are assessed individually, while material subcontractors may also face financial checks. The work is suitable for an established specialist with sufficient technical and responsive-service capacity.
