Summary of the contracting process

Dundee City Council is buying inspection, testing, certification, reporting, servicing and maintenance for medical baths and lifting equipment across its properties in Dundee. The equipment includes electrically and manually operated medical baths and lifting equipment, together with associated components. The work covers annual thorough inspections, LOLER examinations and routine servicing, as well as urgent repairs and minor unforeseen repairs. The contractor must carry out the work in line with applicable British and European standards and statutory requirements. The requirement is for a single package of services rather than separately described lots. It concerns specialist healthcare equipment maintenance, including lifting equipment safety examinations, rather than the supply of new equipment.

Dundee City Council invited offers through an open procedure. The procurement reached the tender stage, with the submission deadline set at 12:00 noon on 12 October 2026 following an extension. The contract has an initial three-year term, with two optional extensions of two years each, giving a possible total term of seven years. The initial period is described as running from 2026 to 2029, with extensions potentially taking the end date to 2033. The tender sets a pass/fail assessment for compliance with the specification and assigns 40% to price. It also requires tenderers to meet suitability and financial-standing checks. Bids must be in English; variants are not allowed. Two community benefits are required over the contract lifetime.

This opportunity suits a specialist service provider with the technical capability to inspect, test, certify and maintain medical baths and lifting equipment, including electrically and manually operated equipment. The contractor will need to manage planned annual inspections and routine servicing alongside urgent repair requests across multiple council properties. Relevant knowledge of LOLER examinations, applicable British and European standards, and statutory compliance is central to delivery. The council requires membership of the British Healthcare Trade Association or an equivalent body it approves. Staff names and qualifications must be provided. Bidders must demonstrate financial strength: the stated Equifax Score Check threshold is 35 for each consortium member, with alternative evidence routes for qualifying new businesses or organisations without a score. Providers expecting to subcontract a material element may also need to demonstrate subcontractor financial standing. Two community benefits are required.
