Teams should have the technical capability to prepare initial concepts, a more detailed SPD submission and a cost plan, while aligning proposals with planning policy and practical delivery. Participants must be prepared to secure the required employers’, public, products and professional indemnity insurance and grant the Council title to existing and future intellectual property rights. Financially, progressing teams need positive pre-tax trading performance over three years, positive net worth and no insolvency process.
