Summary of the contracting process

NHS Fife procured winter maintenance services for Zone 5 in the Dunfermline area, supported by winter-maintenance materials and grounds-maintenance services. The work is to provide seasonal winter maintenance for the zone, with the supplier responsible for mobilising the people, equipment and other resources needed to deliver the specification. NHS Fife is the buying organisation. The service area is identified as Zone 5, within the Dunfermline area; the procurement data does not identify individual sites or a more detailed delivery boundary. The requirement was for one supplier to cover the whole zone, rather than separate suppliers for different parts of the service. The supplier was expected to set out its mobilisation times, resources and capacity in its proposal, alongside a completed pricing schedule.

The procurement has been awarded to supplier 15489790, and the associated contract is recorded as active. The award value is £19,500. The award record gives no award date or contract-period dates. The original requirement described service delivery from October 2026 to March 2027, with an option to extend into April 2027 if local weather conditions required. One supplier was to be appointed for Zone 5. Five bids were recorded. The buyer requested quotations and required a pricing schedule and a proposal explaining mobilisation times, resources and capacity to meet the specification. Evaluation weightings or a more detailed scoring basis are not stated in the available procurement information.

This award demonstrates demand from NHS Fife for a single supplier able to provide winter maintenance across the Dunfermline-area Zone 5. Suppliers competing for a comparable requirement would need to show that they can mobilise promptly, deploy adequate resources and maintain the service in line with the buyer’s specification throughout the winter season. The buyer explicitly sought evidence of mobilisation times, resources and delivery capacity, as well as clear pricing through a completed pricing schedule. Experience delivering seasonal winter maintenance would be relevant to demonstrating operational readiness, although no particular accreditation or qualification is identified. The scale is a zone-wide, single-supplier service rather than a multi-supplier arrangement. Competitors would need to be able to cover the zone as a whole and respond to weather-related service requirements, including a possible extension into April.
