Summary of the contracting process

Capital City Partnership intends to procure a regional customer relationship management and management information solution for employability, skills and related services. The service will cover the City of Edinburgh, East Lothian, Fife, Midlothian, the Scottish Borders and West Lothian, supporting local authorities and delivery partners across South East Scotland. The scope includes participant and case management, referrals, action planning, intervention and outcome recording, employer engagement, vacancy management, programme and project management, reporting, document management and configurable workflows. The supplier will also provide hosting, support, maintenance, service governance and ongoing development. The platform will support wider activities including community learning and development, work experience and placements, and a public-facing provider directory. This is an information technology service, classified under CPV 72268000.

This is a planned procurement at the prior market-engagement stage; the buyer has announced its intention to procure but has not invited tenders. One lot is planned, covering the full regional solution and associated services. The anticipated contract term is eight years, with an indicative future notice date of 30 October 2026. The estimated value is £1.5 million excluding any stated currency conversion. Capital City Partnership expects a commercially sustainable model based on an annual service charge and active-user volumes, with implementation and transition priced separately from ongoing services. It also expects transparent pricing for optional functionality and professional services. The procurement is covered by the Government Procurement Agreement, and the buyer is seeking supplier engagement before the formal competition.

The procurement is likely to suit established CRM, case-management and management-information suppliers able to deliver a secure, scalable platform in a complex multi-organisation environment. Relevant experience includes supporting around 1,000 users, 110 organisations, 115,000 client records, 2.5 million activities and interventions, 14,500 employer records and 17,000 vacancies. Strong candidates should be able to provide configurable forms and workflows, role-based access, reporting, document management, data imports and exports, secure data exchange, integrations and public-facing directory functions. The buyer is looking for suppliers with a credible approach to implementation, transition, hosting, service management and long-term product development. Preparation should also cover continuous improvement, innovation, new processes, additional users and organisations, changing service models and collaborative customer engagement.
