Summary of the contracting process

Historic Environment Scotland is buying graphic design services for its official souvenir guidebooks and other retail publications. The work is to design printed publications associated with the organisation’s heritage and visitor offer. The buyer is Historic Environment Scotland, based in Edinburgh; delivery is identified at Scotland level. This is suited to design studios and publishing suppliers with the ability to develop clear, engaging layouts and artwork for guidebooks and retail products. The procurement is presented as one requirement rather than a set of separately described work packages. The specification is intended to set out the detailed scope, while the stated purpose is the design of the organisation’s guidebooks and other retail publications.

The buyer invited offers through an open procedure, with electronic submission. The tender deadline was 23 October 2026 at 12:00, with bid opening scheduled for the same time. The contract’s initial term is two years, with the option of two further one-year extensions; the authority can also request additional deliveries or extensions of existing supplies and installations. No estimated contract value is stated. Quality accounts for 60% of the evaluation and price for 40%. Suppliers must provide English-language submissions and cannot offer variants. Financial standing is assessed using business credit information or, if unavailable, audited accounts for the last full financial year. Minimum insurance cover is £5 million employers’ liability, £10 million public liability and £5 million professional indemnity.

This opportunity is relevant to graphic design agencies, publication designers and suppliers experienced in producing guidebooks and other retail publications. Businesses should be able to demonstrate the design capability needed to create effective printed editorial products for a public heritage organisation. Quality carries more weight than price in evaluation, so a strong quality proposal is central to competing; suppliers must also provide a priced offer. The financial assessment favours businesses able to demonstrate sound financial standing through a credit assessment or audited accounts. The stated insurance thresholds require substantial employers’ liability, public liability and professional indemnity cover, making the opportunity a better fit for firms already carrying these levels of protection. The potential two one-year extensions and additional-delivery option may suit suppliers able to support continuing publication requirements.
