Summary of the contracting process

Revenue Scotland intends to replace or upgrade its Scottish Electronic Tax System (SETS), the platform used to collect and administer devolved taxes in Scotland. It is seeking a strategic partner to deliver and support a cloud-hosted tax administration and case-management platform. The system is expected to handle tax data and returns, taxpayer records and statutory processes, with workflow automation, operational processing, reporting and data exports to Revenue Scotland’s analytics platform. It must connect with corporate systems including finance and telephony, as well as third-party print and post services. Taxpayers and agents will need a portal to view, edit and submit tax information. The platform will support at least five taxes and accommodate future tax and legislative changes. Delivery is in Scotland.

This is at the planning and market-engagement stage; there is no invitation to tender yet. Revenue Scotland is sharing draft requirements, terms and conditions and a pricing schedule to gather anonymised supplier feedback before finalising the procurement. It also seeks to gauge market interest, including following a supplier engagement event held on 1 May 2026. Feedback was requested through an online form by 12 October 2026 at noon; registering interest means agreeing to further engagement. The buyer’s expected date for the next notice is 11 January 2027. The procedure, contract duration and estimated value have not been settled in this planning information. The procurement is presented as a single lot, with a planned competition for a strategic partner; the buyer says the information may change and is not obliged to act on feedback.

The work is likely to suit suppliers able to provide and support modern, UK-based cloud platforms for complex tax administration and case management. Relevant capabilities include secure taxpayer and agent portals, configurable workflows, operational processing, management reporting, data export and integration with finance, telephony and print-and-post services. Suppliers should be able to support evolving tax policy and legislation, scale the platform as requirements change, and administer multiple taxes; the system is expected to serve up to 80 back-office users across different functional teams. Revenue Scotland specifically welcomes suppliers with experience delivering platforms for complex administration and case management. The planning stage offers a chance to help shape requirements through feedback and further engagement, rather than to submit a tender now. Interested suppliers should be prepared for draft requirements and commercial terms to change before the competition.

Notice Description

Revenue Scotland is seeking information from the market in relation to the next version of / replacement for its existing tax administration platform, SETS. The current platform supports the collection and operational management of devolved Scottish taxes. Lot Information

Lot 1

Revenue Scotland is seeking a strategic partner to help it deliver and support a cloud-hosted tax administration and case management platform for the collection and operational management of devolved taxes in Scotland. The system will manage tax data, support staff in administering tax returns and taxpayer records, and enable efficient case management of statutory tax management processes, workflow automation, and integration with external systems. Additionally, the solution needs to provide reporting capabilities in terms of management information and data export to our own analytics platform. We anticipate additional taxes and legislative change being introduced over the lifetime of the contract, and so the solution should be flexible enough to easily accommodate new functionality. Through this Prior Information Notice, Revenue Scotland wishes to consider the fullest range of modern, UK-based cloud-based solutions which support: - A portal for taxpayers and agents to view, edit and submit tax information - case management - workflow automation - operational processing - integration with other corporate systems such as our finance (general ledger) systems, contact management (telephony), and third-party print and post solutions. The next version of SETS will support at least five taxes and must provide a highly configurable and scalable platform capable of supporting evolving tax policy and operational requirements. Currently up to 80 back-office staff users across a range of different functional teams use the platform. Revenue Scotland welcomes engagement from suppliers with experience of delivering platforms capable of supporting complex administration and case management.
