Summary of the contracting process

East Renfrewshire Council sought a contractor for planned servicing and maintenance, reactive repairs, and ad-hoc upgrades or replacement of heating, cooling and ventilation equipment across its non-domestic properties. The systems include air- and ground-source heat pumps, air conditioning, extract and ventilation systems, air handling equipment and associated components. The service covers statutory maintenance and a 24/7 call-out repair service, with repairs prioritised using P1–P5 codes. Sites include schools, leisure facilities, family and community spaces, and offices across East Renfrewshire. This is facilities engineering and building-services maintenance work, including HVAC maintenance and repair (CPV 50000000).

The council invited offers through a single-stage open procedure. The tender deadline was 12 November 2026 at 12:00, with the award period due to start at that time. The contract is for 720 days, with an option for two further 12-month renewals at the council’s discretion. The stated contract value is £1.2 million excluding VAT. The published evaluation criteria allocate 60% to price and 20% to planned maintenance requirements. Bids must be submitted in English, and variants are not allowed. Participation requires self-certification through the Scottish SPD; the council may request evidence before award. The tender specifies eligibility, financial, insurance and technical requirements, including a minimum annual specific turnover of £600,000 for the previous two years.

This opportunity suits established building-services contractors able to maintain and repair a broad range of HVAC and ventilation systems across multiple public buildings, and to provide round-the-clock reactive response alongside planned statutory maintenance. Bidders, or their subcontractors, must hold BESA membership, CHAS accreditation, membership of SELECT or NICEIC, registration with CIPHE, APHC, IPHE or an equivalent body, and registration with the Legionella Control Association. Staff carrying out regulated roles in schools must have Disclosure Scotland PVG clearance before starting that work. Required insurance levels are £10 million employers’ liability, £5 million public liability and £2 million professional indemnity. Suppliers must meet the stated financial capacity threshold and deliver at least 180 community-benefit points during the initial contract period. Contractors using subcontractors need suitable supply-chain management and payment controls.
