Summary of the contracting process

The Scottish Government has begun developing the sourcing strategy for a replacement desktop-device framework and is conducting non-competitive, non-judgemental market engagement through a request for information. Interested suppliers and industry bodies are invited to return the questionnaire by midday on 19 October 2026; the buyer expects to publish a future notice on 30 April 2027. The current single-supplier desktop framework is due to expire on 31 August 2027. The separate mobile-device framework is due to end in November 2027, with extension options that could continue it until November 2029. The stated estimated value of £150 million applies to the desktop framework only. No tender procedure, bid deadline or evaluation basis has yet been set out; the engagement is to inform whether the desktop and mobile arrangements should be combined.

This early engagement is relevant to suppliers of desktop computers and associated equipment, as well as providers of related supply, installation, maintenance and IT support services to public-sector customers. Manufacturers, distributors, resellers and service partners with the ability to support a national collaborative arrangement across Scotland may have useful market insight to contribute. Suppliers already serving public bodies with desktop devices, or with experience managing broad ranges of hardware and supporting services, are well placed to comment on the proposed core range and delivery model. Providers of laptops and other mobile client devices may also wish to contribute because the buyer is assessing whether desktop and mobile frameworks could be combined. The request is for market feedback, not a competitive bid; participation costs will not be reimbursed.

The framework will primarily provide a core range of desktop computer devices with a range of associated supplies and services. Scottish Procurement currently has an established national collaborative framework for Mobile Client Devices which provides laptops, notebooks and similar portable devices, again with a range of associated supplies and services. This framework is currently due to end in November 2027 but has extension options for a further 24 months and can potentially continue until November 2029. Scottish Procurement is taking the opportunity to determine if combining the Desktop and Mobile Client Device frameworks is viable or desirable, and accordingly, we are seeking the supply market views on this potential route.
