Summary of the contracting process

Pineview Housing Association Ltd intends to procure insurance and related services for its property, motor, cyber, terrorism, professional indemnity, crime, legal liability and other general insurance needs. The scope includes arranging insurance cover, brokerage where applicable, professional advice, claims management and loss control. This is a broad insurance-services requirement covering both the placement of cover and support in managing risks and claims. The buyer is based in Glasgow, and the services are for the association. The procurement is intended for insurance brokers and direct insurers able to provide the required cover and associated services.

This procurement is at the planning stage: the buyer has set out its intention to procure, but has not yet invited tenders. It expects to use a Competitive Flexible Procedure, with suppliers selected following assessment of pre-qualification SPD responses. A further notice is expected on 17 November 2026. The contract is planned to start on 1 April 2027 and run for three years, with an option for the buyer to extend it by up to two further years at its discretion. The estimated contract value is £810,000. The requirement is presented as one lot. The intended award basis is the most economically advantageous tender; detailed evaluation criteria are to be set out in the later tender and contract documents.

The requirement is aimed at suitably qualified and experienced insurance brokers and direct insurers. It is likely to suit providers able to cover a varied portfolio of property, motor, cyber, terrorism, professional indemnity, crime, legal liability and other general insurance risks, and to support the buyer with advice, claims management and loss control. Suppliers should be prepared to demonstrate the capability and capacity to deliver the contract, alongside appropriate financial and economic standing and relevant experience. Selection is expected to consider information supplied in the pre-qualification SPD, so interested firms can prepare evidence addressing these areas ahead of the later competition.
