Summary of the contracting process

East Dunbartonshire Council is seeking suppliers for a framework covering traffic signal equipment supply, maintenance and associated civil engineering works across the East Dunbartonshire local government area. Work includes planned inspection and maintenance of traffic signals and optical equipment, electrical testing, and a web-based system for reporting and managing faults, including repairs and urgent call-outs. Suppliers may also be asked to supply and commission replacement equipment and carry out civil works for new or replacement installations where the Council’s roads department cannot do so. The framework also covers spares, warranties, temporary works and the resources needed to deliver individual work orders. It is a combined equipment, maintenance and highways infrastructure requirement.

The buyer invited offers through an open procedure for a single-lot, ranked framework, with up to five suppliers. The submission deadline was 12 November 2026 at 12:00, and bids were to be submitted electronically in English. The estimated procurement value is £2.26 million. The initial framework term is three years, with an option for the Council to extend it by up to one further year. Annual inspection, maintenance and fault management work orders go to the first-ranked supplier; equipment supply and installation work orders may also be issued, and some work orders are subject to further competition. Quality accounts for 60% of the evaluation and price for 40%.

This opportunity suits traffic-signal contractors able to combine equipment supply and commissioning with planned and reactive maintenance, fault reporting, repairs and associated civil works. Suppliers need the personnel, materials, equipment and other resources to manage work orders across multiple locations, maintain spares, provide a client-accessible fault-management portal, and deliver safe installation work, including temporary works and scaffolding where needed. Maintenance and commissioning operatives must hold Highway Electrical Registration Scheme registration and National Highways Sector Scheme accreditation under Chapter 8; traffic-management equipment must comply with the relevant National Highways Sector Scheme. Bidders should be able to evidence relevant delivery across supply, commissioning, maintenance, fault management and civil works, and demonstrate suitable business-area turnover. The Council also expects the successful supplier and its supply chain to support community benefits.
