Summary of the contracting process

River Clyde Homes is seeking a contractor for electrical inspection and upgrade works in Greenock and the Inverclyde area. The work covers communal areas in common closes, high-rise blocks and supported living accommodation. It includes Electrical Installation Condition Reports (EICRs), follow-on remedial repairs where instructed, including close rewiring and main switch isolators, and full electrical upgrades at identified properties. Materials and replacement parts must be fit for purpose and use open protocols where possible. The scope includes an initial set of inspections and an ongoing rolling programme of EICRs, alongside repair and upgrade work. River Clyde Homes will instruct remedial work based on inspection findings. Suppliers can arrange visits to typical properties before bidding, and the contract also requires community benefits specific to Inverclyde.

River Clyde Homes invited tenders through an open procedure. The process reached the tender stage, with bids submitted electronically through the Public Contracts Scotland tender postbox. The submission deadline was 23 October 2026 at 12 noon; enquiries were to be raised through the platform’s question-and-answer function. The initial contract period is two years, with options for two further 12-month extensions, subject to performance and bidder agreement. The tender describes a single work package and sets a two-stage evaluation: bidders must first evidence technical capacity and experience through the SPD before progressing to full tender evaluation. The stated selection requirement is current NICEIC or SELECT membership and Safe Isolation Provider status. The evaluation basis and contract value are not stated in the available procurement information.

This opportunity is suited to electrical contractors with proven capacity and experience carrying out communal-area inspections and electrical upgrade work across housing, high-rise and supported-living properties. Firms need to evidence current NICEIC or SELECT membership and Safe Isolation Provider status, and must be able to provide the names and qualifications of staff assigned to the work. The programme calls for inspection capability as well as the resources to deliver remedial repairs, close rewiring, main switch isolator installations and full upgrades when instructed. Suppliers should be equipped to manage a continuing stream of EICRs and follow-on works across multiple properties, and to use fit-for-purpose materials and open protocols where possible. Bids must also set out specific, tangible community benefits for Inverclyde, such as local recruitment or training, supply-chain initiatives, environmental measures or education support.

Lot Information

Lot 1

River Clyde Homes are looking to procure a competent and experienced company to undertake common close electrical upgrade works and Electrical Installation Condition Reports (EICR's). There are three main work streams which will all require to be addressed as soon as possible following contract award: - There are circa 140 EICRs that need to be completed by April 2027, and then a rolling list of EICRS across the lifecycle of the contract - There is a backlog of remedial repair works that are required to be undertaken on properties. This will include the installation of main switch isolators. - There are properties that have been identified that require full upgrade works. The EICR testing is required in the communal areas of common closes, within high rise blocks and supported living accommodation. Once provided with the EICR, if agreeable, RCH will instruct the successful company to carry out any required remedial work on the back of the EICR findings, including the rewiring of the closes and installing main switch isolators. An example scope of works for the Total Upgrade workstream is provided at Appendix F and an address list of the properties that require EICRs and subsequent works is attached at Appendix G. Any replacement parts or installed material must be fit for purpose and be open protocol where possible. The contract will initially be for a period of two years, with an option to extend it for a further two 12-month periods, subject to contract performance and the agreement of the successful bidder. Interested parties must first evidence to River Clyde Homes via the SPD that they have the requisite technical capacity, and experience to undertake works of this nature before they will be taken forward to the full tender evaluation. Bidders have the opportunity to satisfy themselves before tendering as to the typical properties where the works require to be carried out. Bidders may arrange a site visit by contacting RCH's Compliance Team Leader Martin Mullan: Email Martin.mullan@riverclydehomes.org.uk No uplift in the submitted tendered rates will be accepted by RCH due to the preferred bidder's lack of knowledge of the works required.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The contract will run for an initial two-year duration. RCH may wish, at its sole discretion, to extend any resultant agreement for up to an additional two, 12-month periods, subject to the agreement of the successful bidder.
