Summary of the contracting process

Strathclyde Partnership for Transport is seeking an advertising agency to market, develop and maintain advertising across its bus stations and bus shelter network in the west of Scotland, excluding Glasgow City. The work covers both the existing estate and sites developed in future. This is a commercial advertising opportunity involving the development and management of out-of-home advertising locations within public transport infrastructure. The procurement is for services, rather than the supply of advertising space or equipment alone. The successful provider may also be offered the opportunity to develop additional sites outside the stated scope, if it wishes to take them on. The main delivery area is the west of Scotland, with Glasgow City excluded from the stated network.

The buyer invited offers through an open procedure. The requirement is divided into one lot, covering the bus stations and shelters across the stated area. The estimated value is £10 million. The contract period is 3,600 days, with no renewal option stated. Bids were due by 12 noon on 13 November 2026; the evaluation period was scheduled to begin at that time. Evaluation is weighted 60% on price and 40% on technical quality. Bidders must provide two examples, preferably from the public sector, of developing an advertising estate and increasing revenue, from projects completed within the previous three years. They must also meet the stated financial standing test, using either a Dun & Bradstreet failure score of at least 51 or the alternative financial-ratio evidence.

This opportunity is best suited to an advertising agency able to develop and manage an out-of-home advertising estate across a dispersed public transport network, and to demonstrate that its work can increase advertising revenue. Applicants need two relevant project examples from the previous three years; public-sector experience is preferred. The financial qualification requires either a Dun & Bradstreet failure score of 51 or above, or evidence against profitability, liquidity and gearing ratios, with specified mitigating factors available for consideration if two ratios are not met. The buyer requires bidders to identify the staff and qualifications assigned to the contract. The successful provider must also deliver community benefits totalling 100 points through the Glasgow Community Benefits Hub. Further sites may be offered for development beyond the core scope. (The buyer's procedure is an invitation to tender.)
