Summary of the contracting process

The University of Strathclyde is seeking a travel management company to run a comprehensive service for its staff and students, covering UK and international travel. Bookings include air, rail, ferry and Eurostar journeys, accommodation, vehicle hire, airport transfers, visa support, meetings and conferences, and individual and group student travel. The supplier must provide online and offline booking, account management, travel advice and round-the-clock emergency and disruption support. The service also covers traveller risk management, destination information, traveller location tracking and emergency response, as well as support for accessible travel and the University’s international education activities. Sustainability and carbon reporting, management information, benchmarking, performance reporting, training and continuous improvement are also required. Delivery is for the University in Glasgow and its travel activities.

The University invited offers through an open procedure. The requirement is arranged as one lot. The tender submission deadline set by the University was 16 November 2026 at 12 noon. The estimated procurement value is £30 million. The initial contract period is 720 days, with two possible extensions of up to 12 months each, at the University’s discretion. Evaluation gives quality an 85% weighting and price 15%. Bidders must provide three relevant examples of services delivered in the previous three years, meeting a minimum score of 2. Economic selection requirements include average annual turnover of at least £15 million over the previous three years, plus employer’s and public liability insurance of at least £10 million per incident and professional liability insurance of at least £2 million per incident.

This opportunity suits an established travel management company with the systems and staffing to manage complex domestic and international travel for an education institution. A strong offer will need reliable online booking alongside assisted booking channels, effective account management and year-round customer and emergency support. Suppliers should be able to access appropriate fares and rates through global distribution systems, direct connections and New Distribution Capability content, and demonstrate transparent pricing and price matching. The work also calls for robust traveller safety and duty-of-care capability, including real-time location information, alerts, emergency communications and support with relocation or repatriation. Relevant experience must be evidenced through three comparable examples. The supplier must also deliver carbon and sustainability information, performance reporting, training and community benefits, with a methodology for implementing proposed benefits.
