Summary of the contracting process

Strathclyde Partnership for Transport is seeking an advertising agency to market advertising opportunities across Glasgow Subway’s existing and future estate. The scope covers all Subway stations and car parks, with potential advertising sites across the wider estate as it is developed. The work is delivered across the Glasgow Subway estate in Glasgow. This is an out-of-home advertising and estate-marketing service, suited to agencies able to develop and manage advertising inventory for a public transport network. The successful provider may also be offered the chance to develop other sites outside the stated scope, if it wishes to take them on.

The buyer invited offers through an open tender, with electronic submission. Bids were due by 25 November 2026 at 12:00. The intended contract period is seven years. The estimated contract value is £10 million. This is a single-lot procurement. Evaluation gives 70% weight to price and 30% to technical quality; variants are not permitted. Bidders must provide two examples, preferably in the public sector, of managing an advertising estate and increasing revenue, from projects delivered within the previous three years. They must also meet the financial standing test: either provide a Dun & Bradstreet failure score of at least 51, or submit evidence against the specified profitability, gearing and liquidity ratios, with mitigating factors available for consideration where two ratios are not met.

This opportunity is best suited to advertising agencies with experience managing an advertising estate and growing its revenue, particularly through public-sector projects. Bidders need to demonstrate that capability with two recent project examples, so suppliers with evidence of measurable revenue improvement in comparable settings are well placed. The financial screening also favours businesses able to show an adequate D&B failure score or meet the stated profitability, gearing and liquidity tests; bidders relying on the ratio route should be prepared to provide financial information and explain any shortfalls. The successful supplier will manage opportunities across a transport estate spanning stations and car parks, and may be invited to develop additional sites beyond the initial scope. The awarded provider must also deliver 100 community-benefit points through the Glasgow Community Benefits Hub.
