Notice Title
Enterprise Contracts Future Delivery Model Option Appraisal
Notice Description
The Council's Enterprise Contracts Performance and Assurance team has been tasked with undertaking an options appraisal and developing an Outline Business Case to assess the future delivery of services currently provided through the council's Enterprise Contracts. The purpose of this work is to determine whether the existing delivery model should continue beyond the initial contract terms or whether an alternative approach would provide greater value, efficiency, resilience, or strategic benefit to the council. The review will focus on two major contracts currently in operation: the Housing & Corporate Maintenance and Investment Services Contract, valued at up to 1.8b GBP over a maximum 12-year term, and the Roads & Infrastructure Maintenance and Improvement Services Contract, valued at up to 450m GBP over the same period. Together, these contracts deliver a broad range of critical services across the council's housing stock, corporate estate, roads network, structures, street lighting, and other key infrastructure assets. The consultant will undertake a comprehensive appraisal of potential future operating models, including in-house delivery, a council-owned company, shared services arrangements, joint ventures, hybrid models, the existing contractual arrangement, and any other viable alternatives. The commission is strictly limited to the options appraisal and development of an Outline Business Case, culminating in evidence-based recommendations for future Council consideration.
