Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) is seeking suppliers for Social Housing Emerging Disrupters 6, a national framework for innovative products, services and technologies that address current and future challenges in social housing and the wider public sector. It is intended to help participating organisations improve service delivery and adopt solutions that provide practical benefits. The scope covers a diverse range of innovative offerings rather than one defined product or service. The framework can be used by eligible PfH members and other public sector organisations across England, Wales, Scotland and Northern Ireland. Suppliers do not need to be able to serve every part of the UK. Potential users include housing providers and other eligible public bodies, including education, health, emergency services and local authorities.

The buyer invited offers through an open procedure for a single-lot framework agreement. The tender deadline was 17 November 2026 at 12:00 noon; the award period was due to start at that time. The framework period runs from 11 January 2027 to 10 January 2030. The estimated value is £25 million for the lot, within a stated overall procurement value of £250 million; these figures are presented separately and should not be added together. Up to 50 suppliers may be appointed. Quality carries 80% of the evaluation and price 20%. Bids must be submitted electronically in English. Alternative bids are not permitted. The framework is intended for eligible contracting authorities, including PfH members and other organisations permitted to use it.

This opportunity is suited to suppliers with innovative products, services or technologies that can address operational or emerging challenges in social housing and other public services. Suppliers should be able to show how their solutions can improve service delivery and provide tangible benefits to public sector users, as quality is the main evaluation consideration. The range of potential requirements is broad, so businesses with specialist or emerging offerings may be relevant even if they cannot cover the whole framework scope or deliver nationally. Participation offers a route to promote and develop solutions for use by eligible public bodies across the UK, with the prospect of wider adoption through later requirements. The framework does not impose a mandatory subcontracting or community-benefit requirement; any such arrangements are determined at individual call-off stage.
