Summary of the contracting process

The University of Dundee is procuring water hygiene monitoring, servicing and reactive maintenance for its estate in Dundee. The service is intended to maintain the safety of university staff, students, visitors and the wider public. Work covers domestic and commercial water systems across the City Centre campus and other university properties within Dundee, including data centres, research and teaching facilities, sports facilities and horticultural facilities. This is a term maintenance contract covering a varied estate and range of service needs. Suppliers would be responsible for monitoring and maintaining water hygiene controls across these sites, supporting safe operation of the university’s buildings and facilities.

The process reached tender: the University invited offers through an open procedure, with electronic submission. It is structured as a single lot, and variant bids are not allowed. The tender deadline was 30 November 2026 at 12:00 UTC. The stated contract period is 3,600 days. The estimated contract value is £1.1 million. Offers are evaluated on a 70% price and 30% quality split. The buyer’s stated suitability and technical selection requirements are set out in the procurement documents; the technical criterion says execution of the service is reserved to a particular profession. Bids must remain valid until 30 April 2027. The tender documents also require tenderers to provide the names and qualifications of staff assigned to the contract.

This opportunity suits an accredited water hygiene monitoring supplier with a proven track record in monitoring domestic and commercial water systems. The work combines routine monitoring and servicing with reactive maintenance across a varied university estate, including operational data centre and research facilities, teaching buildings, sports facilities and horticultural sites. Suppliers should be able to manage service delivery across multiple properties within Dundee and meet the technical requirements for a service whose execution is reserved to a particular profession. The university believes TUPE may apply: bidders should allow for the possible transfer of one employee and explain their approach to mobilisation, management arrangements and integrating that employee into service delivery. The tender also requires the names and qualifications of assigned staff.
