IT Asset Management Software Pre Market Engagement
Description: LCRCA IT currently uses the Certero Unified Asset Management Solution to manage IT assets including hardware, software, and licensing. This system has been in place for over 10 years and extended beyond its originally approved term. While it provides valuable insights particularly around Microsoft licensing compliance the IT environment has evolved, with cloud services and SaaS assets becoming increasingly important. To remain compliant with public sector procurement rules and to ensure best practice in IT Asset Management (ITAM), a procurement exercise is required. The current Certero contract is due to end in July 2025, but a one-year extension has been approved (via DD) to allow sufficient time to identify and procure the most suitable solution.
Summary: The Liverpool City Region Combined Authority is initiating a public procurement process for IT Asset Management Software through a pre-market engagement (PME) under the planning stage. This tender falls under the broader category of software package and information systems, taking place in the Liverpool region, UKD72. Interested suppliers need to register their interest by 2nd February 2026, via the Proactis portal. The current IT system used by the authority, Certero Unified Asset Management Solution, will be replaced to better accommodate evolving cloud services and SaaS assets, ensuring compliance and best practices in IT Asset Management. The new procurement process will conclude with the beginning of the contract period scheduled from 1st April 2026 to 31st March 2028.
