Notice Description
This framework is for the provision of comprehensive employee benefits and occupational health services. The framework is structured into two main divisions: Lot 1 (Occupational Health and Related Services) and Lot 2 (Employee Benefits and Services). The objective is to provide Public Sector employers with access to high quality, flexible, and legally compliant services designed to support and protect the physical, mental, and financial wellbeing of their workforces. Under Lots 1.1 to Lots 1.4, services are structured to provide a consistent, baseline standard of occupational health and eyecare/ hearing solutions that may cover, but will not be limited to: - Managed Service Occupational Health and Employee Assistance Programmes (EAP) - Occupational Health Services - Employee Assistance Programmes (EAP) - Eyecare and Hearing Services (including DSE eyesight tests, spectacles, and hearing checks) Under Lots 2.1 to Lots 2.3, suppliers will be required to provide Buyers' staff with access to a range of benefits, typically hosted via a secure, centrally branded Online Employee Benefits Platform that reflects the individual identity of each Buyer. Depending on the selected lot, this will include: - Employee discounts and automated cashback schemes - Reward and recognition (including physical/e vouchers and bespoke non financial e cards) - Technology and smartphone schemes (available as salary sacrifice, net pay deduction, or direct discount options) - Cycle to work schemes - Childcare vouchers / payroll giving - Wellbeing services (including financial wellbeing and education, bereavement services, dental cover, gym memberships, and online holistic wellbeing resources)

Occupational Health, EAP and Eyecare Managed Service
This Lot provides an integrated, fully managed service combining comprehensive occupational health clinical support with a 24/7 Employee Assistance Programme (EAP). It is designed for buyers looking for an all-in-one partner to manage referrals, health surveillance, workplace adjustments, EAP helplines, and digital wellness portals.
Renewal: The initial duration of the Framework is 24 months, with an option to extend for 12 months. GCA reserve the right to extend lots by varying durations.
Occupational HealthThis Lot allows buyers to procure clinical occupational health services on an ad-hoc or modular basis. It includes individual services such as management referrals, workplace task-fitness assessments, health surveillance, physiotherapy, drug and alcohol testing, and neurodiversity assessments.
Renewal: The initial duration of the Framework is 24 months, with an option to extend for 12 months. GCA reserve the right to extend lots by varying durations.
Employee Assistance ProgrammesThis Lot focuses on providing 24/7/365 mental health, counselling, and emotional support services via phone, live chat, a mobile app, and face-to-face sessions. It encompasses clinical triage, therapeutic interventions (such as CBT), case management, whistleblowing support, and critical incident support.
Renewal: The initial duration of the Framework is 24 months, with an option to extend for 12 months. GCA reserve the right to extend lots by varying durations.
Eyecare & Hearing ServicesThis Lot covers sensory screening and health compliance solutions, primarily aligned with Display Screen Equipment (DSE) regulations. It includes the provision of mandatory DSE eyesight tests, lenses, and spectacles, alongside specialised task-based eye tests, colour vision exams, and hearing tests.
Renewal: The initial duration of the Framework is 24 months, with an option to extend for 12 months. GCA reserve the right to extend lots by varying durations.
Employee Benefits Managed ServiceThis Lot is a paid-for, comprehensively branded online benefits platform that reflects the individual corporate identity of each buyer. It provides employees with integrated access to mandatory discount schemes, reward and recognition vouchers, technology and smartphone salary sacrifice initiatives, and cycle-to-work programs.
Renewal: The initial duration of the Framework is 24 months, with an option to extend for 12 months. GCA reserve the right to extend lots by varying durations.
Employee Benefits Nil Cost ServiceThis Lot offers a zero-cost employee benefits platform with no platform fees charged to the buyer. It provides a standardised (unbranded) portal containing employee discount schemes, reward and recognition vouchers, and technology/smartphone purchase programs.

Wellbeing ServicesThis Lot is a modular, pick-and-choose option enabling buyers to purchase specific, standalone wellbeing services without a full benefits platform. It includes targeted support for physical, mental, and financial health, such as financial education, bereavement services, dental cover, gym memberships, and holistic health cash plans

Planning Information
Individual supplier engagement sessions will be taking place with existing suppliers throughout August/September 2025. Further supplier engagement will take place following these individual sessions and publication of the PME notice.
