Provision of Mental Illness Health checks Outreach in Luton for NHS Bedfordshire, Luton & Milton Keynes Integrated Care Board The SMI Outreach Project aims to address the health inequality faced by people living with severe mental illness (SMI) in Bedfordshire. The life expectancy for individuals with SMI is 15-20 years shorter than the general population, and this disparity is partly due to physical health needs being neglected. The project is intended to improve the physical health of people with SMI and increase their uptake of physical health checks and health screening through a tailored outreach service. This service is aimed at those who have not routinely engaged with their GP practice. Work to address this inequality is part of Core20Plus5, NHS England’s flagship approach for tackling health inequalities. Milton Keynes City Council ('the Council') is keen to explore how we can best work with Independent Fostering Agencies (IFAs) to develop sufficient, good-quality local homes for children in our care. We are a growing city, experiencing rapid expansion of our population and an increase in the number of children looked after by the local authority. We want to look beyond the traditional 'framework' model of contracting to build closer relationships with fostering providers operating locally, guarantee sustainable commissioning and work in partnership to recruit and retain foster carers. We are particularly keen to engage with IFAs around the possibility of developing block or soft-block contracts for foster care placements to ensure the needs of our children can be met long-term. These are likely to be 'enhanced' placements, intended for children who could live in a foster home but who might otherwise enter residential care due if sufficient fostering placements are not available. We are keen to hear from providers on the questions given in the market engagement document. The responses to the questions will help the Council in developing the specification and the tender. Please respond to the questions within the attached document by latest 5pm on 25th July 2025 via In-Tend Correspondence section/market engagement stage. If there is sufficient interest in a scoping event to explore the proposal in more detail, this will be held w/c 11th August, please indicate in the attached document if you would like to receive an invitation. This notice is placed as a Prior Information Notice (PIN) to inform the market that NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board ("Commissioners") on behalf of the Bedfordshire, Luton and Milton Keynes (BLMK) Integrated Health and Care Partnership are exploring options on how to re-commission Community and Mental Health services across the locality. The BLMK Integrated Health and Care Partnership strategy's overarching ambition is to increase the number of years people spend in good health and reduce the gap between the healthiest and least healthy in our community. The scope, value, process(es) and contract model(s) of the services to be implemented are yet to be determined as Commissioners are considering: • The national and local direction of travel around shift in the model of care toward prevention. • Providing an equitable and sustainable service provision across the locality. • Demographics to determine (potential) change in demand for services. • Opportunities for improvement. • The ongoing development of the case for change. • The need to deliver care differently to meet growing needs in clinical areas.
