Summary of the contracting process

The Government Commercial Agency established a framework for construction professional services for central government departments and other UK public sector bodies. Potential users include local authorities, health, police, fire and rescue, education, housing, charities, not-for-profit organisations, the nuclear sector, devolved administrations and international public bodies. The requirement covers architectural, construction, engineering and inspection advice, real estate development and transactions, repair and maintenance-related services, IT and consultancy support, research and development, fire prevention, environmental planning, environmental auditing and pollution investigations covering air, soil and water. Services are to be delivered across the United Kingdom, with the framework also intended for international public sector use. This is a services opportunity suitable for small and medium-sized enterprises.

The procurement is complete and the framework was awarded through an open procedure above the applicable threshold. The award was made on 1 October 2021 to a group of successful suppliers and economic operators, with the detailed supplier list held in the procurement attachments. The awarded value is £1,722,500,000. The framework contract runs from 1 October 2021 to 5 August 2026. The wider procurement value is £1,922,500,000. The current change concerns Lot 1 only: its term is being extended by one week under Regulation 72(1)(c) of the Public Contracts Regulations 2015 because of circumstances that a diligent contracting authority could not foresee. The original tender submission deadline was 20 April 2021 at 3pm. The requirement was evaluated through the open procurement route.

This framework demonstrates substantial, recurring public-sector demand for multidisciplinary construction and property expertise across a wide range of public bodies. Credible future participants would need the capability to provide professional advice spanning architecture, engineering, inspection, development, property transactions, construction-related maintenance and specialist environmental services. Depending on the service area, relevant teams may also need expertise in IT consultancy, research, fire prevention, pollution investigation and environmental auditing. Suppliers should be able to work across the United Kingdom and support varied public-sector clients, including local government, health, policing, education, housing and devolved administrations. The framework is explicitly suitable for SMEs, so smaller specialist practices may be well placed to compete independently or through group economic operator arrangements, provided they can demonstrate sufficient breadth, capacity and public-sector delivery capability.
