Summary of the contracting process

Royal National Orthopaedic Hospital NHS Trust requires specialist building management system (BMS) maintenance across its estate in Stanmore. The service covers planned inspections, testing, calibration and maintenance of identified BMS assets, alongside reactive call-outs, fault diagnosis, repairs and system recovery. It includes technical support for the Trust’s Trend BMS infrastructure, including controllers, field devices, software, graphics, alarms and network interfaces. The contractor is also responsible for optimising control strategies and monitoring performance to support efficient operation, environmental control and energy performance. Asset registers, maintenance records and service reports must be maintained, with qualified BMS engineers available for diagnostics, technical advice and support for planned works, shutdowns and operational issues.

The procurement is complete and the contract has been awarded to Powell System Engineering Ltd. The award was made on 1 October 2026, for a contract running from 1 October 2026 to 30 September 2029. The awarded value is £167,750. The procurement was a selective call-off from a framework agreement. The original tender value was estimated at £400,000; this is separate from the awarded contract value. The tender deadline was 27 July 2026 at 12:00. The service was procured as a single requirement across the Trust estate. Evaluation criteria and detailed eligibility conditions are not stated in the available procurement information.

This award demonstrates demand from the Trust for sustained, estate-wide BMS maintenance, combining routine compliance work with responsive fault support and system optimisation. Suppliers seeking to compete when this requirement returns should be able to maintain and troubleshoot Trend BMS installations across controllers, outstations, field devices, software, graphics, alarms and network interfaces. Credible delivery also depends on having suitably qualified BMS engineers able to respond to critical engineering faults and support shutdowns and planned works. The service requires disciplined maintenance planning aligned with SFG20 guidance, manufacturer recommendations and statutory requirements, as well as reliable asset registers, service records and reporting. The Trust marked the opportunity as unsuitable for SMEs and voluntary, community or social enterprises, indicating a requirement suited to providers able to deliver at estate scale.
