Notice Description

The Independent Commission on Civil Aviation Noise (ICCAN) was established by the Government in January 2019 as an independent, non-statutory advisory arm's length body, asked to act as the credible and impartial voice on all matters relating to civil aviation noise. The objective of ICCAN is to bring together industry, communities and the Government to ensure best practice is followed and information is shared and communicated in an accessible way. It will aim to identify any improvements needed to industry methods of assessing and mitigating noise impacts and will give communities a greater stake on aviation noise issues. Details of ICCAN's two-year strategic objectives and planned activity are set out in the Corporate Strategy (https://iccan.gov.uk/iccan-corporate-strategy-2019-2021/). ICCAN wishes to appoint a panel of experts to advise on the different aspects of its work programme. Panellists will act as a source of independent, impartial, expert advice for ICCAN's commissioners and officials, delivering specialist knowledge, research or evidence on aviation and acoustic issues, and providing quality assurance of ICCAN's policy and guidance from an external perspective. ICCAN is seeking to appoint panellists to cover the following fields (it may be that applicants have expertise that can cover more than one of these fields): * Acoustics, especially in relation to aviation * Noise measurement, metrics, and the design of noise monitoring hardware and software * Building noise insulation * The business, economics and regulation of aviation including Commercial, General/business aviation and Freight aviation * Airline operations and Airport operations * Air traffic control and the use of airspace, nationally and internationally * Aeronautics, Aircraft design and the physics of flight * Innovation in aviation including supersonic flight * Law, especially in relation to aviation, regulation and planning, both national and local * Public health (particularly, but not exclusively, in relation to the impacts of noise) * Consultation and engagement across all aviation stakeholders * Climate change * Air pollution * Complex survey and sample design Resource Commitment ICCAN expects that the panellists would largely be asked to provide advice either verbally or written, on an individual basis according to their expertise, though small groups may be convened to advise on particular issues. Resource commitment is not likely to be more than one or two days at a time, two or three times a year. Panellists will be appointed for a two-year period initially. Due to the evolving nature of ICCAN's work, it is possible panellists may not be called upon to provide advice within the first year of ICCAN's operation. Successful appointment does not, therefore, guarantee any commissioned work or advice.
