Summary of the contracting process

The Portsmouth City Council is currently in the Tender stage of procuring a Concession Opportunity for Lumps Fort, Southsea. This project aims to invite tenders for high-quality business activities at this historically significant site, which is situated on the Southsea seafront in Hampshire. The tender's closing date is set for 11 January 2019, with a preference for the chosen operator to launch by Easter 2019 at the latest. The contract is intended to run from 11 February 2019 to 10 February 2024, with the initial lease term lasting ten years, extendable to twenty, contingent upon agreement.

This opportunity presents a significant prospect for businesses in the hotel, restaurant, and retail trade services sector, especially those capable of delivering a high-quality, commercial offering that complements the site's unique setting. Companies specialising in hospitality, catering, entertainment, or recreational services would be particularly well-suited to bid for this contract, which includes not only a rental income but also a share of turnover from the operations. Successful candidates will have the chance to engage with a vibrant community, given Lumps Fort's location near popular attractions such as the Southsea Rose Gardens and Canoe Lake.

Located on Southsea seafront, the Fort is home to the Southsea Rose Gardens, a beautiful and peaceful garden of reflection and the Model Village. The Authority's preference is to achieve a rental income from year 1 but will consider proposals that include for a stepped arrangement. The Authority is ideally seeking an additional 5% share of turnover with the preference being for the turnover share to apply from the outset. Proposals where the income to the Authority is on a non-guaranteed basis (for example solely via turnover share) will be considered on the basis that, should income projections not be realised, the Authority reserves the right to inspect operating accounts on an open book basis and issue an Improvement Notice. Where the Operator does not meet the requirements of the Improvement Notice, the Authority reserves the right to terminate the contract and lease.
