Summary of the contracting process

The Gambling Commission is initiating a tender process for the upcoming Competition for the Fourth UK National Lottery Licence, which aims to innovate and enhance the National Lottery's appeal across diverse demographics. This planning phase is currently underway, with an engagement end date set for 2nd January 2020. The procurement process will consider various industry categories, including lottery machines, banking and investment services, information technology services, and lottery operating services. The market engagement notice was published on 16th January 2019 and invites dialogue with interested parties, with no formal competition decided yet regarding the structure of the licence(s) to be awarded.

This tender offers significant opportunities for business growth, particularly for organisations involved in lottery operations, technology solutions, and financial services. Existing lottery operators, new entrants, and technology providers are encouraged to participate in the initial market engagement, which seeks innovative concepts and strategies for the National Lottery's future. Notice Title

Notice of the upcoming Competition for the Fourth UK National Lottery Licence

Notice Description

The UK National Lottery is one of the world's largest lotteries. Every month 14 million people take part in the draw-based games and more play its range of instant wins, with PS6.9 billion sales last year alone, we believe, however there is still significant untapped potential for growth which retains the principles of being responsible, safe and fair. The context for the National Lottery has changed since the third licence was awarded. For example, technology based products and services have been widely introduced and continue to change rapidly. We want to explore opportunities for innovation and flexibility for the fourth licence and we want to ensure that the National Lottery is relevant and attractive to all parts of society, in line with our priorities and statutory duties. We would like to hear from existing lottery operators, new entrants, businesses and investors interested in the National Lottery, which could include end-to-end solution operators and/or finance or technology providers. We are undertaking initial market engagement between now and the end of January 2019 with more detailed discussions thereafter. If you are interested in this opportunity, please email the team at: 4NLCengagement@gamblingcommission.gov.uk This notice is not intended as a call for competition but simply to provide advance notice of an envisaged future process and to invite dialogue from organisations that may be interested in participating. Publication of this PIN under Directive 2014/24/EU should not be taken to imply that any future competition will be subject to this, or any other, EU procurement directive: the applicable legal regime will depend on the precise nature of the arrangement(s) being tendered and will be set out in any formal notice for the competition. PLEASE NOTE; No decision has yet been taken on whether the competition will be for a single licence or for multiple licences (i.e. whether there will be single or multiple lots) and if so on the nature of, and rules around tendering, for any such multiple lots. For the avoidance of doubt, II.1.6 above is an indication only that no decision has currently been taken as to whether or not there will be multiple lots. These issues will be informed by the market engagement exercise and will be decided prior to the launch of any formal notice for the competition.
