Summary of the contracting process

The Southend-on-Sea Borough Council is currently in the tender stage of a procurement process for identifying a main contractor for the construction of affordable housing on six disused garage sites in Eagle Way, Shoeburyness, England. This project falls under the construction industry category and uses a selective procurement method within a restricted procedure. The final date for submitting responses to the supplier qualification (SQ) documents is 14:00 on Tuesday, 20th July 2021, with a project contract period starting from 6th December 2021 and lasting until 5th June 2024. Planning permission has already been granted for the sites which will involve both demolition and construction tasks.

This tender represents a significant opportunity for construction firms, particularly small-to-medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), to engage in a community-driven project aimed at providing affordable housing. Companies specialising in construction, design and build services, as well as those skilled in landscaping and urban development, would be ideally suited to compete. Successful bidders will not only contribute to local housing needs but could also establish long-term partnerships with the Council for future projects.
