Summary of the contracting process

Derby City Council procured refurbishment works for the existing passenger lift at the Museum & Art Gallery in Derby, DE1 1BS. The requirement covers the lift itself, including lift installation work and lift-maintenance services. It is a works contract intended to restore or improve passenger-lift provision within the museum and gallery building. Delivery is at the council’s Museum & Art Gallery site in Derby, serving the existing public-facing premises. The buying organisation is Derby City Council. The opportunity is therefore relevant to lift manufacturers, specialist lift refurbishment contractors, installation firms and engineering businesses able to work on passenger lifts in occupied or public buildings. Related maintenance capability is also pertinent to the requirement and its ongoing service needs.

The procurement has been completed and awarded following an open procedure below the threshold under the Procurement Act 2023 and Procurement Regulations 2024. The award was made on 18 June 2026 to Morris Vermaport Ltd for £64,182.45, including the stated contract period from 5 October 2026 to 28 March 2028. The original estimated procurement value was £130,000. The tender had a submission deadline of 12:00 on 22 May 2026, with clarification questions due by 12:00 on 1 May 2026 and documentation access by 12:00 on 21 May 2026. The requirement was suitable for small and medium-sized enterprises. Evaluation details are not set out beyond the open procurement route and the completed award outcome.

This award shows Derby City Council’s demand for specialist passenger-lift refurbishment in a public museum and gallery environment, with associated installation and maintenance expertise. A credible future competitor would need to assess existing lift equipment, plan and deliver refurbishment works, coordinate installation safely, and provide dependable engineering support for a public-facing building. Experience working in operational civic, cultural or other occupied premises would help demonstrate the ability to control access, disruption, safety and visitor impacts. The requirement was identified as suitable for small and medium-sized enterprises, so specialist independent lift contractors and engineering SMEs can be relevant competitors. Businesses combining refurbishment, installation and maintenance capability would be well placed for a comparable requirement from this buyer.
