Summary of the contracting process

The UK Ministry of Defence (MOD) is currently in the planning stage for Project ASGARD, under a project titled "Request for Information (RFI)" for a software-defined, network-enabled reconnaissance and strike complex aimed to create a substantial increase in lethal capability. The engagement process will end on 14th October 2024, with initial response days scheduled for 11th and 21st October 2024. Interested parties are encouraged to participate in response presentations and submit their responses by 17:00 on 17th October 2024. The project particularly focuses on three key areas: effectors, digital innovations, and enhanced C4 ISTAR & networks, with an aggressive timeline to deploy the first solution by Q1 2025 and continue development throughout the year.

This tender represents significant opportunities for businesses involved in software development, network support services, and military technology research. Small and medium-sized enterprises (SMEs) particularly stand to benefit, as the MOD encourages their involvement. The scope of Project ASGARD encompasses crucial aspects such as unmanned combat aerial vehicles, electronic intelligence systems, and enhanced situational awareness capabilities. Companies specialising in these areas, or those that can provide innovative solutions and integration with existing tactical communications systems, will find this tender well-suited for their expertise, thereby enabling substantial business growth and potential long-term collaborations with MOD.

Notice Title

Project ASGARD - Request for Information (RFI)

Notice Description

This Request for Information (RFI) seeks information relating to Project ASGARD, 'Setting the conditions for the unfair fight'. ASGARD will be a software-defined, network enabled reconnaissance and strike complex that will create a step-change in lethal capability. CURRENT SITUATION This RFI is an exploratory RFI only. It seeks to provide early Market Sounding for the requirement setting of Project ASGARD, Detailed in the below 'tents': TENT 1- EFFECTORS 1. Increased range for delivery of kinetic effect to prosecute the Bde and Div deep battle. 2. Integration of all appropriate effector capabilities with the in-theatre communications and data exchange systems(s) TENT 2- DIGITAL INNOVATIONS 3. Enhanced digital 'operational memory' underpinning CIP and COP across all security domains, that allows FLF(E) to decide faster than our adversaries can manoeuvre. TENT 3- ENHANCED C4 ISTAR & NETWORKS 4. To gain decision advantage, we will need to modernise situational awareness within the company group, to increase tempo, dispersal and concentration of lethal force for effect. a. This will require seamless integration with multiple in-service tactical CIS systems over multiple security classifications. 5. We will fight with greater dispersal of force elements both for effect and survivability, this will drive the need for increased throughput and range on communication links, without the need to deploy radio rebroadcast stations. 6. The need for enhanced seamless passage of orders to and from NATO and UK formation Headquarters to the tactical level. OUR AIMS - WHAT WE WANT TO ACHIEVE The UK Ministry of Defence (MOD) is looking for Industry to provide short 10-minute response presentations to outline how you would approach/ provide requested information in the 'Problem set'. To obtain a copy of the 'Problem Set', and accompanying information document, please email your request to Lilian.Young140@mod.gov.uk with the subject line [Project ASGARD - Problem set request]. You may wish to respond to 1 or multiple tents. - TENT 1: EFFECTORS - TENT 2: DIGITAL INNOVATION - TENT 3: ENHANCED C4 ISTAR & NETWORKS The aim is to deliver this product at pace, which means there is an aggressive timeline. The Authority is looking to deploy a DROP 1 solution in Q1 2025, and continue spiral development for DROP 2 through 2025, subject to contract. The Authority will be holding two response days for the RFI as follows: Friday 11th October 2024 - In person - Army HQ; and Monday 21st October 2024 - Virtual Please use the following link for further detail and to submit a request to provide a response: https://forms.office.com/e/gdmxif1rMC Please note that responses must be submitted by 12:00 (GMT+1) 14th October 2024.
