Summary of the contracting process

Portsmouth City Council is initiating a tender to establish a multi-supplier, multi-Lot Framework Agreement for shared bike rental and associated micromobility schemes in the Solent Region. This procurement falls under the Road Transport Services category and is aimed at providing services across two Lots: Lot 1 for Central Southern England and Lot 2 for the Isle of Wight. The tender period concludes on 11 March 2022, and the contracted services will commence on 1 June 2022, running until 30 June 2026, with the possibility of extensions up to a total of approximately 10 years. This open procedure procurement process is backed by a funding allocation of £2 million from the Department for Transport, intended for launching these bike share schemes.

This tender represents a significant opportunity for businesses specialising in transport services, particularly those engaged in bike rentals, maintenance, and related micromobility solutions. Companies with experience in handling diverse vehicle types, such as manual, electric, and cargo bikes, as well as software development for transport management systems, would be well-suited to compete for this contract. The funding structure allows for flexibility, encouraging innovative proposals that ensure sustainability beyond the initial funding period. By participating in this framework, businesses can tap into the growing demand for environmentally friendly transport solutions in the Solent region.
