                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The on-set of the ongoing COVID-19 pandemic has created unprecedented uncertainty in relation to the work undertaken by AiB. Throughout 2020 various AiB IT system changes had to be made at short notice to accommodate emergency legislation amendments in relation to COVID-19. This has impacted the capacity of AiB to fully establish the IT support and development requirement going forward and retender the contract at this time. This modification will ensure continuity of essential support services and minor IT development and allow AiB to complete the procurement process and transition to a new contract."
