Summary of the contracting process

Transport Scotland, acting on behalf of The Scottish Ministers, is planning a direct award for a Public Service Contract concerning ScotRail Passenger Services, which is set to begin on 1st April 2022, following the expiration of the current franchise agreement. This procurement falls within the railway transport services industry category, covering the region of Scotland. The contract is anticipated to have a duration of up to 120 months, with a specific focus on the provisions outlined under Regulation 1370/2007. The procurement stage is currently in the planning phase, with a future notice date indicated for 31st March 2021.

This tender presents significant opportunities for businesses in the transport sector, particularly those specialising in rail services and public transport operations. Companies that provide related services, such as rolling stock supply, railway infrastructure construction, and vocational training, will find themselves well-positioned to compete. As the contract is aimed at ensuring continuity of service while transitioning from the current franchise, businesses that can deliver innovative solutions and demonstrate compliance with regulatory requirements will be highly competitive candidates for this substantial contract opportunity.
