CHIC Wales Optimised Retrofit Installations DPS 2022

Notice Description

This is Notice of an Amendment to be made to the DPS in pursuance of the original Notice 2022/S 000-001070 published on FTS on the 13 January 2022 ( and subsequent Corrigendum Ref: 2024/S 000-027383). All other details relating to this DPS remain unchanged. In accordance with the Procurement Act 2023 (Commencement No. 3 and Transitional and Saving Provisions) Regulations 2024, the Authority hereby gives notice of extending the current expiry date for this dynamic purchasing systems (DPS). Despite the revocation of the 2015 Regulations by the Act, those Regulations continue to apply in respect of procurement procedures for this DPS up until the expiry date (or termination date if earlier). Therefore, the 2015 Regulations continue to apply the period of validity of this DPS, under regulation 34 of those Regulations, expires (if it has not already terminated by the Authority) at the end of 23rd February 2029. This DPS remains accessible by members of CHIC to all UK public-sector bodies (potential members).

Lot Information

LOT 1 - Building Fabric

Quarterly report of contract awards for 01/01/2025 - 31/03/2025. Details of the awards can be found at : https://www.chicltd.co.uk/chic-procurement. The award value indicated at II.1.7 is indicative only as this is a quarterly contract award notice for the DPS. Please note that the Award Criteria to be used to assess full tenders submitted under the DPS Categories will typically be split as follows: All Categories: 40% Quality, 60% Cost. These Award Criteria may be formulated more precisely for contracts to be awarded, as set out in the tender documents for the specific contract in question. Estimated total value of contracts to be awarded under this Category during the 60 month period is PS10,000,000.

Options: The initial term of the agreement is 60 months until October 2028, during which time the DPS may be reviewed, extended or terminated by publication of the relevant notice

LOT 2 - Electrical Services and Renewables

This lot focuses on reusing, refurbishing, recycling, and renewing electrical distribution equipment, improvement of lighting and electrical appliances, solar thermal and photovoltaic solutions and building management systems (BMS) that manage and control the mechanical and electrical services of buildings, thereby cutting running costs, energy use and CO2 emissions while improving comfort, health and safety of properties. Works may therefore also include upgrades for building safety requirements in respect of fire and structural risk which may become relevant in the overall evaluation and inspection of the property. LOT 3 - Mechanical Services [Heating and Renewables]

This Lot will include suppliers who can provide participating authorities with access to a range of heating and/or renewable technologies. Suppliers may be technology specific or offer a range of heating and renewable technologies. This lot includes complementary technologies that optimise and enhance the benefits of the solution, e.g. voltage optimisation and building management systems (BMS) that manage and control the mechanical and electrical services of buildings, thereby cutting running costs, energy use and CO2 emissions while improving comfort, health and safety of properties. Works may therefore also include upgrades for building safety requirements in respect of fire and structural risk which may become relevant in the overall evaluation and inspection of the property. This lot focuses on provision of good indoor air quality and reduction of surface condensation through retrofit ventilation systems to improve whole-dwelling improvement to include building management systems (BMS) that manage and control the mechanical and electrical services of buildings, thereby cutting running costs, energy use and CO2 emissions while improving comfort, health and safety of properties. This Lot covers all-encompassing technologies and will include suppliers who can provide a holistic solution, including but not limited to the technologies covered in all other lots for participating authorities through the provision of a variety of low/zero carbon technologies. This will enable organisations to reduce carbon emissions via a one stop solution and include consultancy services for advice, assessment, design, and co-ordination for installation, commissioning and maintenance of technologies and building management systems (BMS) that manage and control solutions adopted for a fully compliant and functioning system, thereby cutting running costs, energy use and CO2 emissions while improving comfort, health and safety of properties. Any contract awarded under this DPS will continue until it comes to an end and be managed under PCR 2015. (even if the dynamic purchasing system or qualification system has terminated prior to that point).
