Market Engagement - Asset Management IT Solution
Notice Description
The Northern Ireland Housing Executive (NIHE) requires an IT solution to support its Asset Management department. The NIHE is responsible for over 84,000 domestic properties, 6,000 leasehold and 400 commercial units. Please see II.2.4 for more details on the solution requirements.

NIHE are interested in engaging with suppliers who currently provide Asset Management IT solutions, which meet the requirements of the Building Safety bill and facilitate the creation of a 'robust golden thread of key information'. The solution should have the following functionality: *Asset Register, recording a wide range of property attributes including stock condition/energy data, and enabling assessment against standards *Forecasting, Investment Planning and Programme Development *Asset performance and sustainability modelling *Asset Compliance Management and Inspections, including but not restricted to: Asbestos, Water Hygiene (Legionella), Gas, Energy, Electrical, Fire Safety and compliance *Contracts, and Contracts Performance Management *Planned Maintenance Projects (scheme) Management and Delivery *Capability to follow NIHE's Scheme Delivery Process, and manage a range of Projects/Schemes/Contract types, costs, change controls *Mobile working capability (e.g. property surveys, work inspections) *Financial Planning, Management and Forecasting *Component Accounting *Data Analysis and Reporting. To include Management Dashboard options and data dictionary/data extract options to support use of In-house Data Analytics capabilities *Interface capabilities with Key Line of Business systems, such as Finance, Housing Management System, EDRMs, Data Analytics, Accessible Housing Register / SoR's *External and in-house contractor access to system and/or contractor interfaces *'Digital Twin' technology to drive innovation and compliance. NIHE is interested in engaging with suppliers of solution/s which address the above functionality through one of the options below: *One system providing ALL functionality *One system providing MAJORITY functionality + other systems (from same supplier) to deliver all required functionality *One system providing MAJORITY functionality + working in partnership with supplier partner/s to deliver all required functionality. All solutions must support integration with NIHE key line of business systems using standard APIs. Additional information: NIHE are not seeking to develop a product. Therefore only suppliers who have experience of providing existing solutions to organisations of over 10,000 properties should register their interest. If you would like to register your interest, please e-mail kathryn.mcgonagle@nihe.gov.uk no later than Monday 14 February 2022 at 15.00 giving your contact details i.e. name, job title, email address and contact telephone number. Any requests to register interest after this time and date will not be accepted. Please ensure only one representative from your organisation registers interest. NIHE may wish to follow up with a questionnaire and subsequently hold interviews on submitted questionnaires and/or hold demonstrations of products to seek further information.
