Regulation 72(1) Contracts and framework agreements may be modified without a new procurement procedure in accordance with this Part in any of the following cases:- (b) for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor- A contract value uplift is required due to additional use of the services by The Authority than was originally foreseen and procured. (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, or The Authority is in the midst of an International Health Regulation (IHR) Project and continued service delivery is essential to enable the objectives of the project to be met without disruption. A change of contractor would create economic and technical difficulties as the deliverables are integral to the Authority's IHR service delivery within the host country (Zambia); (ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority, A change in contractor mid-project and a transition to an alternative provider would be both costly and result in significant inconvenience to the Authority's global health operations in Zambia potentially rendering them unable to meet the objectives of the IHR Project. provided that any increase in price does not exceed 50% of the value of the original contract; With an original total contract value of PS550,000 excl. VAT (PS660,000 incl. VAT), the PS275,000 excl. VAT (PS330,000 incl. VAT) modification amounts to 50% of the original contract value.",
