Notice Description

Plymouth City Council ("the Council") was seeking suppliers to deliver a hard Facilities Management maintenance provision, which will serve the Council owned buildings and other type of sites. The overall provision has been divided to 9 lots which were awarded a separate contract as a result of this tender. Lot 1: General Building Repairs Lot 2: Marine Works Lot 3: Asbestos Analysis, Sampling & Surveying Lot 4: Electrical Compliance Lot 5: Electrical Reactive Lot 6: Mechanical Compliance Lot 7: Mechanical Reactive Lot 8: Security & Fire Systems / Equipment Maintenance Lot 9: Water Hygiene Compliance

Lot Information

General Building Repairs

Day to day repairs of Council owned land and buildings including building fabric, windows, fencing and other building fixtures and fittings. This Lot also includes builders and carpenters works.

Marine Works

Marine inspections and repairs to the Council's affected property. The affected property is categorised as any land owned or the responsibility of the client that is deemed as within a tidal zone or is land that gives access to tidal areas and activities. The contract will incorporate the following. * Investigating, reporting and providing advice, including costings, related to reactive and planned remedial works and replacement in a wide range of corporate property within a marine environment in various states of repair. * All aspects of reactive repairs, replacement and renewal. * All works to take place in accordance with legal designations placed on the specific land, such as listed building, conservation area or works designated as requiring a licence from the Marine Management Organisation

Asbestos Analysis, Sampling and Surveying

Asbestos consultancy services which include analysis, surveying and sampling

Electrical Compliance

Electrical compliance testing which covers PAT, Condition Reporting and Generator Servicing. Periodic electrical inspection, testing and reporting of fixed wiring systems and in-service inspection and testing of electrical equipment and of portable appliances, including IT equipment, in the Affected Property. It also includes testing and annual servicing of UPS systems and Generator installations (including refilling of fuel), Defibrillators, EV Points, Solar PV, Battery Storage Systems, Lightning protection systems.

Electrical Reactive Works

Reactive and planned maintenance of the electrical installations, all types of electrical equipment, whether portable or fixed in and on the Affected Property and repair or refurbishment of these installations where required. This may be identified during scheduled inspection or testing (by others) or identified during planned or reactive maintenance or identified when attending a reported fault.

Mechanical Compliance

Periodic maintenance (Planned Preventative Maintenance) inspection, testing including for compliance and reporting of; fixed building services (mechanical and plumbing and associated) systems and equipment in the Affected Property, and shall including but not limited to: * Primary gas, oil and LPG fuel systems, burners and heating equipment. * Gas infrastructure * Air Handling and Associated Equipment * Air Conditioning and Refrigeration equipment * Fan and natural convector heaters, radiant panels and tubular heaters. * AC/cooling and Heat pump systems, including FCUs close control and all other heat transfer equipment. * Boilers, Burners, Calorifiers, Pumps, Valves and all other elements in heating and cooling systems. * Direct gas fired heaters/appliances and unit heaters. * Expansion and Pressure vessels. * DX Heating /cooling systems. * F Gas regulated equipment * Domestic hot and cold water systems including all categories of segregated water systems. * Compressors. * Pressure washers. * Sprinkler Systems * Catering Equipment. * Flue systems, including flue dilution * Piped distribution systems.

Mechanical reactive works

Reactive maintenance of the mechanical installations, all types of mechanical equipment, whether portable or fixed in and on the Affected Property and repair or refurbishment of these installations where required.

Fire and Security Systems

Maintenance, repair, replacement and upgrading of alarm, protection and security systems, and the installation of additional alarm, protection and security systems. Monitoring of Fire (Detection and Alarm) and Intruder Alarms. The types of system in operation: * Fire detection and alarm systems * Intruder detection systems * Access control systems * CCTV systems * Assistance alarms * Portable fire extinguishers * Fixed gas based fire suppression systems * Fire Blankets * Monitoring of Fire and Security Alarms * Evacuation chairs * Sprinkler systems

Water Hygiene and Quality Compliance

Water Hygiene compliance shall include monitoring and control of legionella within the Council properties. It will also include water testing in the Council owned sports facilities, such as swimming pools.
