Notice Description
Single Source QDC with SAFRAN Helicopters UK for the provision of In-Service Helicopter Engine Support for the Merlin helicopter fleet. Contract includes maintenance, technical advice and field service support as required.

Options: x2 5-year option periods to extend the contract to the current Out of Service Date of the Merlin platform (2040).
Procurement Information
The Merlin Delivery Team, part of the Ministry of Defence, intends to award a contract to Safran Helicopters UK Limited (Safran) for support of the RTM322 Engine (Engine) used on the Merlin helicopter platform. The contract will be for 17 years (2023 to 2040) and have an estimated value of PS700M ex VAT. In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this contract falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of this contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. This is because Safran is the Original Equipment Manufacturer (OEM) of the Engine and has maintained it since it came into service in 1998. As OEM, it is the only company with the drawings, information, expertise and tools to provide the necessary technical support and to ensure compliance with safety and airworthiness requirements.
